		<description>&lt;p&gt;Whats really sad is a few prominant enviromental groups, EDF and Pew included have stood against proposed legislation that would MANDATE reliable science based data in fishery management! Grouper like many other important stocks in the US is often managed by real data thats over a decade old. Whats worse, in the recreational sector, NOAA, the federal fishery managers, have no solid information on the numbers of fish caught, nor the number of fishermen that participate in the fisheries. As a result of their unwillingness to collect this needed information, they resurt to an overabundance of caution in regulations. Whats even worse is that the comprehensive stock assesments needed to determine biomass of fishery stocks do not exist in most of NOAA&#039;s managed stocks! Its time for the US fishery managers to start putting science bUnfortionatly US federal Fishery managers have very little science to base their management on. In fact their priority is currently on a Market Based Fishery Management known as Catch Shares, which the funding of such has taken away vital monies needed for science based data collectionased fishery management as a priority over their Market Based management policy!&lt;/p&gt;</description>
